OCED staff Eduardo Gonzalez and Shelby Gonzales traveled to Bishop California to lead a Fresno State Small Business University Disadvantaged Business Enterprise (DBE) application workshop in partnership with Caltrans and CSU Bakersfield SBDC. Fresno State Small Business University is an initiative administered by OCED. Small Businesses from within Bishop attended the FREE training and were able to complete the DBE application during the all day hands on workshop. OCED staff guided the small business owners through the DBE application process and were there to answer questions or concerns in filing the application to Caltrans.
To participate in the DBE program, a small business must be owned and controlled by socially and economically disadvantaged individuals and must fill out a DBE application in order to receive DBE certification from Caltrans. To qualify for DBE a small business must be at least 51% percent owned by one or more individuals who are both socially and economically disadvantaged and meet the individual and company income eligibility criteria. Depending on the primary business activity, a firm (including its affiliates) must not have an average annual gross receipts over the company's previous three fiscal years in excess of 23,980,000. DBE status makes a company eligible for bidding and contracting benefit programs involved with state/federal procurement.
Fresno State Small Business University can assist small businesses interested in becoming DBE certified either via upcoming free DBE workshops to be held throughout the San Joaquin Valley or by individual technical assistance.
