Members Present: Mike Botwin, Michael Caldwell, Jeronima
Echeverria, Manuel Figueroa, Gena Gechter,
Mackee Mason (student), Harald Schweizer,
President Welty, Lynn Williams.

Member Absent: Jacinta Amaral (excused).

Visitors: S. Hayes, B, Tsukimura.

The meeting was called to order at 3:04 p.m. by Chair Botwin in the
University Center, Room #203.

1. Minutes. MSC to approve the Minutes of 9/15/08.
2. Agenda. MSC to approve the Agenda as distributed.
3. Communications and Announcements. (Anyone wishing
   a copy of the items distributed or discussed, please contact
   the Academic Senate Office).
   Information Item
   1.  An Email (9/17/08) from John Tarjan, Chair, Academic
      Senate CSU to Michael Botwin, Chair, Academic Senate,
      re: Access to Excellence Accountability Plan, was received.
      Executive Session, 09/29/08. An invitation will be made to
      Senators to attend Executive Committee to discuss.
   2. President Welty discussed the California State budget and
      the implications on the CSU budget. The CSU compact will
      not be funded with the exception of fixed cost increases. All
      negotiations regarding collective bargaining will be re
      -opened. All raises already enacted by payroll will not be
      rescinded. It is clear that the legislature has not succeeded
      in solving the structural problems with California’s budget
      process, and, as a result, the impact of the system will be felt
      next year.
   3. Provost Echeverria commented on the progress in forming a
      search committee for the Dean of Health and Human
      Services.
   4. Chair Botwin asked Brian Tsukimura, Chair, Personnel
      Committee, about progress regarding student ratings of
      faculty. Tsukimura remarked that the committee is taking a
      fresh look at the issue following discussions from last
      semester and the summer months.
      Action Item
   5. A memorandum (9/10/08) from John D. Welty, President
      to Michael Botwin, Chair, Academic Senate, re: Faculty
      Representation – Athletics Advisory Council, has been
      received.
      Executive Session Today.
4. Policy on Market-Based Salary Increases.
   The Committee discussed the policy and made requests of the
   personnel chair regarding specificity. He will be addressing these
   issues and will be returning with revisions.
5. Executive Session.
   MSC to move into Executive Session to discuss personnel
   matters. (3:46 p.m. - 3:51 p.m.)
6. Returned to Open Session. (3:51 p.m.)
   MSC to forward the following recommendation for the committee
   vacancy:
   Athletics Advisory Council
   Michael Botwin (Psychology)

MSC to adjourn at 3:52 p.m.

The next meeting of the Executive Committee will be announced and an
Agenda will be distributed prior to the meeting.
