The meeting was called to order at 10:30 a.m. by Chair Botwin in
University Center, Room #203.

  1. Chair Botwin invited President Welty to address the Committee
    regarding budgetary issues.
    President Welty reflected upon the immediate intensity of the
    budget challenges. The following principles will be utilized to guide
    the campus community through this difficult time
    1. Serve the students we have.
    2. Maintain as many jobs as we can.
    3. Maintain public safety on campus.
    The following information was shared.
    There is a projected $584 million reduction to the CSU system for
    2009-2010.

    There is a projected $36–$40 million reduction to our campus
    budget for 2009-2010.
  2. Chancellor Reed will propose and amendment to Title V in an
    attempt to furlough managers.
    Chancellor Reed will meet soon with the bargaining units.
    There will be several Board of Trustees meetings between now and
    the end of June.
    The budget projections are based on the assumption that the
    legislature will act in a timely manner.
    The state of California does not have enough cash to meet payroll
    in July. The CSU System can cover July-November payroll.
    Students who do not meet deadlines and other qualifying criteria
    will not be admitted. There will probably be no students admitted
    in Spring 2010.
    There will be no additional 2008-2009 reductions.
    We are currently at 3% unfunded enrollment.
    President Welty fielded several questions from the Committee.
    Members of the Expanded Executive Committee were dismissed.
  3. Executive Session.
    MSC to move into Executive Session to consult on
    a personnel issue. (11:28 a.m. – 11:42 a.m.)
  4. Returned to Open Session. (11:43 a.m.)
    MSC to adjourn at 11:45 a.m.
