Members Present: Michael Botwin, Michael Caldwell, Jacinta Amaral, William Covino, Gena Gechter O. Harald Schweizer, Jessica Sweeten (student), President Welty, Lynn Williams.

The meeting was called to order at 3:02 p.m. by Chair Botwin in Thomas Administration Building, Room #117.

  1. Approval. MSC to approve the Minutes of 10/12/09.

  2. Agenda. MSC to approve the Agenda as amended to reverse item 7. Policy on the Procedures and Guidelines for the Periodic Review of Academic Programs (APM 220) and item 8. Articles of Governance, College of Health & Human Services.

  3. Communications and Announcements. (Anyone wishing a copy of the items distributed or discussed, please contact the Academic Senate Office).

    Information Item

    1. Chair Botwin noted the $1.4m in federal stimulus funding that was awarded to the campus.

    2. Statewide Senator Amaral briefly discussed the statewide meeting held my teleconference.

    Action Item

    A memorandum (9/21/09) from Dr. John Constable, Chair, University Budget Committee, re: Master of Arts (MA) in Kinesiology Sports Administration Option, was received.

    Next weeks agenda.

  4. Graduate Culture at Fresno State.

    Karen Carey, Dean of Graduate Studies responded to questions and clarified points raised by Executive Committee members about the report on Graduate Student Culture on our campus. After lengthy discussion the following motions were made.

    MSC to waive second reading.

    MSC to forward the report, Graduate Culture at Fresno State to the Academic Senate with the suggestion to adopt the recommendations of the Task Force.

    It was agreed by consensus to charge the Graduate Committee to:

    1. Develop job descriptions for both Graduate Students and Graduate Faculty. These job descriptions will clearly and explicitly outline the expectations for both the Graduate Students and members of the Graduate Faculty.

    2. Provide a recommendation to the administration urging the restoration of the Graduate Augmentation. The recommendation should state the graduate augment be restored as soon as the current fiscal crisis is resolved.

  5. Library Faculty Resolution – Academic Policy & Planning Committee.

    G. Gray & D. Tyckoson Associate Dean, presented the rationale behind the Library Faculty Resolution, there was a lengthy discussion and the following recommendation was made.

    MSC to forward to the Budget Committee for further study and review and return to the Executive Committee.

  6. Master of Arts in Spanish: Spanish Linguistics Option – Graduate Committee.

    Keith Johnson & Yolanda Doub, Modern & Classical Languages & Literatures introduced and summarized the proposal. There was a brief discussion.

    MSC to forward to the Budget Committee for further study and review and return to the Executive Committee.

  7. Articles of Governance, College of Health & Human Services – Personnel Committee.

    Andrew Hoff, Dean, Health & Human Services explained the background of the proposal and a brief discussion ensued.

    MSC to endorse the College of Health and Human Services – Articles of Governance with changes from Personnel for review by their governance structure.

  8. Policy on the Procedures and Guidelines for the Periodic Review of Academic Programs (APM 220) – Academic Policy & Planning Committee.

    Following a brief discussion with Fred Schreiber, Chair Academic Policy & Planning Committee, a consensus was reached to continue the discussion at the next meeting.

  9. Executive Session.

    There was no Executive Session.

MSC to adjourn at 4:25 p.m.

The next meeting of the Executive Committee will be announced and an Agenda will be distributed prior to the meeting.
