The meeting was called to order by Chair Constable at 3:38 p.m. in Thomas 117.

  1. Minutes.

    The minutes of 28 March 2012 were briefly discussed with respect to the details of the Provost’s budget plan for the 2012-2013 academic year. Chair Constable will contact the Provost to ensure their accuracy.

  2. Agenda.

    MSC to approve the Agenda as distributed following the addition of a sixth point: discussion of the UBC statement on low enrollment courses.

  3. Communications and Announcements

    An acknowledgement letter from President Welty was noted.

    Continuing and Global Education will present their budget framework on April 25.

    Questions were raised about the Agricultural Business MBA being advertised by the Craig School of Business. Members of the committee do not recall the program being discussed by the UBC. Chair Constable will contact Dean Harper.

    Chair Constable passed out data from Dennis Nef regarding nonreimbursed assigned time among the Schools and Colleges. A discussion ensued regarding the descriptions of the reasons why nonreimbursed assigned time were provided to faculty. Concern was noted that “mis-coding” by departmental staff when recording nonreimbursed assigned time could generate errors in the provided data set. Dennis Nef will provide members with the coding instructions for the assignment of nonreimbured assigned time.

    Elections for returning and new UBC members were noted.

  4. New Business.

    None received.

  5. Discussion of the Dennis Nef budget model.

    The committee continued its examination of the Dennis Nef budget model spending time discussing the absolute and relative “values” of various aspects within the models structure. The use of recursively calculated numbers to make the Nef model produce similar output to the existing budget model was discussed as was the need to make a series of test runs and sensitivity analyses. The model will be “run” at the next meeting to provide a better flavor of its operation.

  6. University Budget Committee statement on low enrollment courses.

    A discussion of the draft version of the UBC statement on low enrollment courses was briefly discussed and alterations suggested.

The meeting was adjourned at 5:02 p.m.
