The meeting was called to order by Chair Kus at 3:19 p.m. in the University Center, Room #203.

There was none. - Review of Doctorate in Education.
S. Brown–Welty met with the committee to review the budget for
the new independent Doctorate in Education. She indicated that
this year they have 22 students in the program (24 were admitted,
but two have dropped out). The original budget of the program
postulated a cohort of 24 each year. The budget also had to be
adjusted based on increased costs for faculty/staff salaries and
fringe benefits. The budget is currently balanced, but includes
a greatly reduced amount for “library and information resources”
as well as minor reductions in several other budget categories. It
was noted that there was a significant amount allocated to
“academic overhead” in the original proposed budget but that
category was eliminated from the AY 2007–08 budget. S. BrownWelty indicated that she expects that “academic overhead” will
be in the budget in future years.
There was a very wide→anging discussion of a number of aspects
of the program. J. Parks requested a list of faculty teaching in the
program and S. Brown–Welty indicated that such information will
be forthcoming. A variety of other questions were raised. It was
noted that this program must be self–supporting and that students
in the program are paying fees equivalent to those paid for similar
programs in the University of California. Several issues were raised
related to the number of students graduating with doctorates on
our campus. When the number increases, we will have to pay
significantly higher fees for library journal subscriptions, for
example. P. Trueblood noted that students in the new Physical
Therapy doctoral program will not be eligible for some financial aid
programs and that the very high costs of the doctoral programs
(from the student perspective) may discourage some students from
participating. Other members of committee noted that the doctoral
programs proposed and offered by the CSU are usually much less
expensive than other such programs in other parts of the country.

The next scheduled meeting of the University Budget Committee will be
at the call of the Chair. An agenda will be submitted prior to the meeting.
