Members Present: J. Constable (Chair), J. Kus, P. Newell, J. Parks, J. Waayers.
Member Absent: A. Parham (excused).
The meeting was called to order by Chair Constable at 3:35 p.m. in TA #117.
1. Minutes. MSC to approve the Minutes of 9/1/10.
2. Agenda. MSC to approve the Agenda as amended to add a new item #5. Discussion of
the data presented by Provost
Covino, Vice-President Matson, and C. Moffitt on 9/1/10 and renumber the remaining
items accordingly.
3. Communications and Announcements.
A. It was noted that the UBC currently has three openings and a fourth may open based on Dr. Parham’s schedule.
B. Dr. Kus remains on FACEL and Dr. Newell remains on IETCC and will continue to inform the UBC as needed.
C. John Waayers noted that CSU Fresno will be receiving a $5 M one-time funds to support
the increased enrollment for the Spring 2011 semester,
however, it is uncertain the fraction of these funds that will be available to Academic
Affairs.
D. Provost Covino will be joining the UBC next week.
4. New Business.
The Multiple Off-Campus Degree Program: MA in Education in Educational Leadership
and Administration (Focus on PreK-12 Administration) and the
Preliminary Administrative Services Credential was briefly discussed as a key item
on next week’s agenda. Therefore, the Chair of the UBC will invite Dr. Tracz to the
meeting to present the program to the committee.
5. Discussion of the presentation of University funding patterns since 1998 by Vice President Matson, Provost Covino and C. Moffitt.
Discussion initiated with the appreciation for being provided the budget information
and there is anticipation on the part of the UBC to be involved with both examining
the data and being able to suggest alternative methods to
present the data. There was also interest in identifying why the data was compiled
and how the data is to be used.
It was noted that the ability of the University to increase in number of students served in spite of the decline in state funding is likely a short lived phenomena as efficiency has been increased by fewer faculty and an increased fraction of faculty at lower ranks. However, it was thought that the ability to increase efficiency through these mechanisms was likely at capacity and costs would increase in the future due to (i) promotion of existing faculty to higher academic ranks, and (ii) additional students could only be accommodated by the opening of new course sections.
Additional information suggested by the UBC that would further aid interpretation of the budget data over the period covered include:
o SFR
o Mean number of seats occupied per section
o FTEF
o Number of remedial sections
o Normalized dollars / FTES
6. Discussion of the agenda for the 2010-2011 academic year.
Potential agenda items were presented for discussion next week.
7. Review of a request for program suspension of the Master’s of Accountancy.
The request by the Craig School of Business to suspend the MA in Accountancy was briefly discussed. The UBC noted that it was an unfortunate situation that necessitated the move and acknowledged the College’s strength in doing so in light of the fact that students will be impacted and it will be necessary to provide them guidance in completing their degrees in their chosen field.
MSC the Chair of the UBC will draft a memo to Michael Caldwell and copied to Dr. K. Carey (DGS) and Dr. R. Harper (CSB) supporting the request for program cancellation.

The next University Budget Committee meeting will be on Wednesday, September 22, 2010 at 3:30 p.m. in TA #117.
