Proposal Development
To enhance the competitiveness of our proposals, the Office of Research and Sponsored Programs (ORSP) has established an internal deadline policy for sponsored project submissions.
Standard Proposals: Intent to Apply form due to ORSP no later than 21 business days in advance of the sponsor deadline.
Collaborative Proposals: Intent to Apply form due to ORSP no later than 30 business days in advance of the sponsor deadline.
All Proposals: Internal budget, justification, waivers, draft scope of work, project title and anticipated project dates are due no later than 10 business days in advance of the sponsor deadline.
For all proposals, final documents are due no later than 5 business days in advance of the sponsor deadline.
Intent to Apply forms submitted after the established deadlines will be processed on a “First In, First Out” basis, contingent upon the review of proposals already received and existing commitments. Proposals submitted late will not have priority over those already in the queue.
Complete and final proposals received less than five (5) business days in advance of the sponsor’s deadline will not be submitted. Note that holidays (and campus closures) are not counted as business days.
The policies of the California State University (CSU) and our campus governing the conduct of research and sponsored projects are contained within Executive Order 890 and our Academic Policy Manual (APM 500).
California State University’s, Fresno Academic Policy Manual (APM 500) outlines the policy and practices for research and sponsored project administration in compliance with EO 890. The PI Handbook incorporates federal and state regulations, University, and Foundation/Auxiliary policies. In the event the sponsor or funding agency has a more restrictive policy than the policies referenced or developed in this handbook, the more restrictive policies will apply.
